Credit unions are member-owned, not-for-profit cooperatives. Many — especially community development credit unions and those carrying Inclusiv’s Juntos Avanzamos designation — open accounts with an ITIN plus a passport or matrícula consular, and several are more flexible than big banks. You must be eligible to join (by where you live, where you work, or an association you belong to), but many have an easy community-based membership path. Acceptance still varies by credit union, so call and ask for its ITIN account-opening policy before you go.

ITIN bank account context (2025-2026)
The Individual Taxpayer Identification Number (ITIN) is a 9-digit IRS number (begins with 9) used for tax filing by individuals without Social Security Numbers. Form W-7 (Application for ITIN) is filed with the IRS, NOT USCIS. Processing time approximately 7 weeks for mail-in to Austin Service Center. ITIN-only banking is fully legal under 31 CFR 1020.220 (Customer Identification Program rules); banks rated NCUA/FDIC are not required to refuse ITIN customers.
Major banks that document ITIN account opening include Bank of America, Wells Fargo, Citibank, and Chase — ITIN-only applicants usually open in person at a branch. App-only banks whose own current terms accept an SSN or ITIN include Varo and SoFi; credit unions set their own ITIN policies, so ask each one. Note: Chime, Current, and U.S. Bank personal accounts require a Social Security number under their own current terms, and Self’s credit-builder requires an SSN plus U.S. citizenship or permanent residency. Required documents vary by bank; Wells Fargo, for example, asks branch applicants to know their SSN or ITIN and bring a primary and a secondary ID, and may also ask for a separate proof of address such as a utility bill or lease.
H.R.1 (Public Law 119-21, the One Big Beautiful Bill Act, signed July 4, 2025) contains no provision on bank customer identification, so it did not change ITIN banking eligibility. The Bank Secrecy Act rules (31 CFR 1010.311) require Currency Transaction Reports (CTRs) for cash transactions over $10,000, applied uniformly regardless of ITIN/SSN status. Suspicious Activity Reports (SARs) similarly apply uniformly.
ITIN mortgage lending: credit unions (most of those offering ITIN loans hold CDFI — Community Development Financial Institution — certification) and some independent mortgage banks offer ITIN mortgages, with rates generally 0.5-2 percentage points above a traditional mortgage and down payments of 10-20%, per the Urban Institute (2024). Banks file Form 1099-INT when they pay you at least $10 of interest; for certain nonresident aliens, bank deposit interest is reported on Form 1042-S instead. Consult the federal ITIN procedure and ITIN mortgage options for home loans.
