The consulate’s contact page, read October 15, 2026, lists three lines: +1 415 495 7195 for information on procedures, +1 888 531 2247 to request appointments (the hours page specifies by text message), and +1 415-770-8994 for emergencies only (serious medical emergencies, natural disasters, accidents or security incidents, urgent detentions, and loss or theft of essential documents while traveling as a tourist). Its hours page gives public hours of Monday to Friday, 8:00 a.m. to 1:00 p.m.

Upcoming mobile consulates, as announced by the consulate and checked October 15, 2026:

  • Las Vegas, Nevada, October 29–30, 2026. The announcement says to request an appointment by texting 833 578 0409 on Saturday, October 17, at 8:00 a.m. Las Vegas time. Appointment needed: passport, signature recognition or special powers of attorney, first-time or duplicate cédula, and tarjetas de identidad. No appointment: proof-of-life certificates, minors’ exit permits and picking up cédulas and passports already processed. No civil registration of births, deaths or marriages, public deeds or general powers of attorney at this event.

What the consulate’s own site says (checked October 16, 2026)

  • SMS booking window (checked October 17, 2026): the booking page says booking is by one text to 888-531-2247 sent Monday at 8:00 a.m., San Francisco time; appointments are assigned during that week for the following week, subject to availability.

  • People over 60 (checked October 17, 2026): no appointment is required, except for civil-registration procedures and public deeds, according to the same booking page.

  • Public hours: Monday to Friday, 8:00 a.m. to 1:00 p.m. (“presta atención al público de lunes a viernes entre 8:00 a.m. y 1:00 p.m.”, hours page).

  • Appointments: requested by text message to +1 888 531 2247. The hours page adds: “Revisar las instrucciones en el enlace para citas y requisitos del trámite”. The link is Agende su cita para trámites consulares. The site footer says the hours page shows “los trámites que requieren cita”.

  • Toll-free line in the US: 1888 764 3326 (“Línea Gratuita en EEUU”, site footer).

  • Emergency line: +1 415-770-8994. It is “solo para situaciones de emergencia que requieran atención inmediata”.

  • Jurisdiction: northern California and the states of Nevada, Oregon, Washington, Idaho, Montana, Wyoming, Utah, Colorado, Alaska and Hawaii. The jurisdiction page says everyone in it has access to its services “sin necesidad de recurrir a intermediarios”.

  • Passport fees (Foreign Ministry table for consulates outside Europe and Cuba): ordinary USD $86, executive USD $175, emergency USD $129.

  • Passport payment: Payment is made only after the application has been formalized (“debe haber realizado previamente la formalización de la solicitud”). Online PSE payment requires an active bank account in Colombia enabled by its bank for electronic payments. San Francisco does not appear on the ministry’s list of consulates that accept money orders. The ministry says: “verifique con el Consulado más cercano los medios de pago disponibles” (costs and payment methods).
