Ecuador returning-migrant certificate: free, online via SIRCAAM
The Certificado de Migrante Retornado (CMR) is the document in which Ecuador’s Ministry of Foreign Affairs and Human Mobility declares an Ecuadorian — and family members up to the fourth degree of consanguinity and second of affinity — a returning migrant who comes back “con el fin de establecerse en él” (to settle in the country). According to the gob.ec Official Procedures Guide, it allows tax-exempt import of household goods (menaje de casa), work equipment and a vehicle or motorcycle, among other benefits. It is requested online through the SIRCAAM system, issued by the Zonal Office nearest your home in Ecuador, free of charge, and the ministry aims to issue it in 3 to 5 business days (page updated March 11, 2025, checked October 3, 2026).

What it unlocks
The gob.ec page says the certificate “permite la importación con exención de tributos del menaje de casa, equipo de trabajo, vehículo o motocicleta (estudiantes ecuatorianos con la condición de retornados que regresan a nuestro país no pueden acceder a traer vehículo), además de brindar acceso a programas de emprendimiento, capacitación; homologación de estudios; cupos para acceder a estos [sic] superiores; y, ser beneficiarios de la acción afirmativa” — tax-exempt import of household goods, work equipment and a vehicle or motorcycle (students returning cannot bring a vehicle), plus access to entrepreneurship and training programs, recognition of studies, higher-education places and affirmative action.
According to the ministry, the CMR is presented “mayoritariamente” (mostly) to Ecuador’s National Customs Service (SENAE), and also to other state agencies, including BanEcuador and the Ecuadorian Social Security Institute (IESS). The page adds that the certificate is also issued to Ecuadorians born abroad when they enter Ecuador to settle.
Conditions the page publishes
Voluntary return. The page lists these conditions, as written:
- “Haber permanecido más de dos años en el exterior y retornar de manera voluntaria” (more than two years abroad and a voluntary return);
- “Estar en condiciones de vulnerabilidad calificada por la autoridad de movilidad humana o las misiones diplomáticas u oficinas consulares del Ecuador de acuerdo con la Ley Orgánica de Movilidad Humana y su Reglamento” (being in a situation of vulnerability as assessed by the human-mobility authority or Ecuador’s diplomatic missions or consular offices); and
- not having stayed “más de ciento ochenta (180) días, consecutivos o no, en territorio ecuatoriano, dentro de dos años antes de su retorno” (more than 180 days, consecutive or not, in Ecuador within two years before the return).
Forced return (deportation). “En los casos de los ecuatorianos declarados en condiciones de vulnerabilidad y que retornen al país de forma forzada […] la autoridad de movilidad humana deberá emitir el Certificado de Migrante Retornado, aún cuando no acredite los dos (2) años de permanencia en el extranjero (Art. 21 del Reglamento a la LOMH)” — Ecuadorians declared vulnerable who return by force must be issued the certificate even without two years abroad.
The page does not explain how “vulnerability” is assessed in each case; ask the Zonal Office.
What the quoted regulation says about migration status
The regulation quoted on the page says so expressly:
- Article 22: the certificate “declara, en tal condición, que el ciudadano ecuatoriano residió en el extranjero, de manera regular o irregular, y retornó de manera voluntaria o forzada” (declares that the Ecuadorian lived abroad, lawfully or unlawfully, and returned voluntarily or by force).
- Article 20: Ecuadorians who settled abroad may claim the benefits “sin perjuicio de la condición migratoria que hubiesen ostentado en su país de destino” (regardless of the migration status they held in the destination country).
Requirements and supporting documents
Mandatory requirements according to gob.ec:
- Cédula de ciudadanía.
- Sworn statement (declaración juramentada).
- An email address.
If “no fuese posible demostrar la estadía en el exterior o no existe la posibilidad de verificar las salidas o entradas al Ecuador” (the stay abroad cannot be shown or exits and entries cannot be verified), the applicant may file a sworn statement with at least two (2) supporting documents showing time abroad. The page lists, among others:
| Supporting document | Related procedure |
|---|---|
| Consular ID | Ecuador consular ID |
| Voting certificate issued abroad | Voting from the US |
| Birth certificates of children born abroad | Registering a US-born child |
| Consular records, visa, residence document | — |
| Driver’s license | — |
| Statements from savings or checking accounts held abroad | — |
| Passports | — |
The page marks an updated Migratory Movement Certificate as optional.
How it is processed
- Log in to the Registration, Certification, Accreditation and Assistance System for Returning Migrants (SIRCAAM): migranteretornado.cancilleria.gob.ec. The channel is online.
- An official of the selected Zonal Office processes the request.
- If approved, the system automatically emails the certificate as an attachment to your registered address.
The page does not say whether the request can be made before arriving in Ecuador: it names the issuing office as the Zonal Office nearest the returnee’s home in Ecuador, and it counts the 180 days “within two years before the return.” For more information, the ministry says to visit or write to the Zonal Office or technical office nearest your residence.
What is done at the consulate before you return
Article 32 of the regulation, quoted on the page, says: “La propiedad de los bienes determinados como menaje de casa o equipo de trabajo se acreditará con la Declaración Juramentada realizada en la oficina consular ecuatoriana del país del que retorna” — ownership of household goods or work equipment is proven with a sworn statement made at the Ecuadorian consular office of the country you return from, which supports the customs import declaration. A sworn statement abroad costs USD 25.00 according to gob.ec (page updated March 6, 2025; 50% off from age 65 and exempt with a disability of 30% or more). To find your consulate, see the directory of Ecuadorian consulates.
Household-goods limits (regulation quoted on the page)
| Rule | What the regulation says |
|---|---|
| Clothing, footwear and accessories | Up to 200 kilograms for the migrant and for each member of the household (Art. 25) |
| Vehicle or motorcycle | One, for those over 18, if its model year falls within the last 4 years before acceptance of the customs declaration (Art. 26) |
| Those who left only to study | Cannot bring a vehicle, but may bring a motorcycle (Art. 41) |
| Using the benefit again | Only after 10 years since the last exemption (Art. 34) |
| Residence after release | If residence in Ecuador is interrupted for 2 years from the release of the goods, the declared intent to reside is voided; absences of up to 90 days per year are allowed (Art. 37) |
| Customs clearance | No more than 10 days from the date all required documents are filed and every legal formality is met (Art. 42) |
Deadlines: two figures on the same page
- The page quotes the reform of the Organic Law on Human Mobility (Official Register 582, June 19, 2024): “Los beneficios que el Estado determine para las personas ecuatorianas retornadas serán concedidos una vez cada diez años. Las personas ecuatorianas retornadas podrán solicitar los beneficios hasta sesenta meses después de su regreso al territorio nacional” (benefits are granted once every ten years and may be requested up to sixty months after return).
- In its validity section, the same page answers: “¿Cuánto tiempo duran los derechos y beneficios del migrante retornado? 36 meses una vez retornado al país” (36 months after returning).
The 60-month figure comes with the quoted legal text; the 36-month figure appears on the same page with no legal citation beside it. Confirm the deadline with the Zonal Office before planning a shipment.
