The consular fee rule
Article 4 of Ley No. 710, Ley de Tasas por Servicios Consulares (La Gaceta No. 67, April 13, 2010), exempts consular death registration from payment: «Inscripciones de hechos vitales (nacimiento y defunción)».
The law says diplomatic missions and consular representations «podrán percibir» (may collect) the fees it sets in the territory of the state where they are accredited.
The law says diplomatic and consular officials may charge only the service fees established in that law.
CSE documents for municipal registration in Nicaragua
The CSE’s municipal checklist requires a Constancia de Defunción or Constancia Administrativa issued by MINSA or the Instituto de Medicina Legal.
That municipal checklist requires the identity card of the person appearing.
It also requires the deceased’s identity card and birth certificate.
If the deceased was married or in a duly registered stable union, the CSE municipal checklist requires the corresponding certificate.
The CSE states that presentation of its listed municipal requirements is mandatory.
