Peru consular ID? Peruvian consulates issue the DNI instead — how it works in the US

Short answer: we found no Peruvian consular identification card — nothing like Mexico’s matrícula consular — on the official Peruvian pages we read (gob.pe, consulado.pe and RENIEC, October 3, 2026). What Peruvian consulates in the US do instead is process Peru’s national ID, the DNI (Documento Nacional de Identidad), for RENIEC (Registro Nacional de Identificación y Estado Civil). Some also keep a Registro de Nacionales, a consular register that issues a paper certificate of registration, not an ID card.

Who issues the DNI abroad

The Washington DC consulate’s DNI page states: «La entidad responsable de la evaluación de solicitudes de trámite de DNI es el Registro Nacional de Identificación y Estado Civil - RENIEC. El Ministerio de Relaciones Exteriores SÓLO actúa como intermediario cuando dichas solicitudes se realizan desde el extranjero.» The consulate takes your application; RENIEC decides it and issues the card (the electronic DNI, or DNIe).

Peru’s consular tariff lists the same amounts (items 69 and 71). The DC consulate accepts cash or Visa/Mastercard, but «el último día hábil del mes SOLO podrá pagarse en efectivo». These are one consulate’s published figures; check your own consulate’s page.

Rules that apply to DNI procedures

  • When you can renew. gob.pe (last changed June 17, 2026): renew abroad if your DNI is expired or up to 60 calendar days before it expires. The DC consulate puts it as a DNI expired or expiring within 2 months.
  • Photo. DC asks for a physical color photo, passport size (2x2), white background, taken no more than 15 days earlier. For a duplicate, only holders of the blue DNI need a photo. The Paterson FAQ says the consulate does not take the DNI photo.
  • In person. DC: «El trámite se realiza de manera personal, no pudiéndose delegar a un tercero su realización.»
  • Appointments. The Paterson FAQ says DNI procedures (renewal, duplicate, changes of civil status or data) need no prior appointment, except on consular Saturdays.
  • US address. DC: if the address will be in the United States, you fill in a sworn statement the consulate provides. The Paterson FAQ: no document proving the address is required; filling in the form counts as a sworn statement.
  • First DNI for a US-born child registered at a consulate. DC asks for the Peruvian birth record (acta de nacimiento) obtained when the birth was registered at the consulate, with the child and the Peruvian parent present; the child’s fingerprints are taken. See registering a US-born child.
  • Late first DNI (20 or older). DC requires two direct blood relatives present with their DNIs and, if possible, a list of five Peruvian relatives with their DNI numbers.

Additional Washington DC requirements from its DNI and renewal pages (checked October 17, 2026):

  • Cash payments must be for the exact amount.
  • Collecting the DNI requires the receipt issued on the day of the application; the consulate makes this mandatory.
  • Changes to data during renewal require original supporting documents.

DNI Biofacial: the remote option and its pickup list

RENIEC’s consulate-services page (undated, read October 3, 2026): «Con la App DNI Biofacial, en 58 consulados se realizan los servicios virtuales de renovación, duplicado y rectificación de domicilio en el DNI.» That page does not name the 58 consulates.

The most recent official list of US consulates we found is older:

  • July 15, 2021 — the foreign ministry’s launch note named nine US consulates where a DNI requested through DNI Biofacial could be picked up: Paterson, Atlanta, New York, Los Angeles, Washington, San Francisco, Denver, Hartford and Houston.
  • November 18, 2021 — the ministry’s note announcing the iOS version lists the same nine US consulates among 18 worldwide.

Both 2021 notes say payment can be made on Págalo.pe or in the RENIEC app with Peruvian or foreign credit or debit cards. Because no current US list is published, confirm with your consulate whether it handles Biofacial pickups. The Registro de Nacionales and its certificate

gob.pe (last changed September 24, 2026) describes the Registro de Nacionales as the register to join at the consulate for your place of residence if you want a consular office to back up your Peruvian nationality and to receive protection and consular assistance in the cases set by law. It says the information you give «se mantendrá con carácter reservado».

  • Only one US consulate is listed for it on gob.pe: Seattle (Seattle page last changed December 16, 2025). Seattle asks for your DNI or Peruvian passport, or another document proving Peruvian nationality, sent by email first; at the appointment, «serás registrado inmediatamente y podrás pedir tu constancia de inscripción».
  • The constancia is a paper certificate of registration, not an identity card.
  • It does not change your DNI address. The foreign ministry’s voting FAQ: «el registro consular no modifica automáticamente la dirección de tu DNI». Your voting place abroad follows the DNI address — see voting from the US.

RENIEC brigades in the US

On September 29, 2025, RENIEC announced registrar brigades for the 2026 general elections: at the Paterson consulate from September 30 to October 2, 2025 (for New Jersey and Pennsylvania) and at the Washington consulate from October 4 to 7, 2025, handling renewals, duplicates and data updates. RENIEC said it had been in Miami at the end of 2024, where more than 1,000 DNI procedures were done. These were time-limited campaigns, not a standing service.

Using Peruvian documents in the US

The Peruvian official pages we read say nothing about whether US banks, state DMVs or landlords accept the DNI or the constancia de inscripción. For the US side, see opening a bank account with an ITIN and the state ID and driver license guide by state.

On immigration status, RENIEC’s FAQ answers «¿Hacer un trámite en el Consulado puede afectar mi situación migratoria?» with «No. Al hacer un trámite en el Consulado, el ciudadano solo establece un vínculo con el Estado Peruano, no con el Gobierno del País donde se encuentra.» That is RENIEC’s statement; it says nothing about data sharing with US agencies, and we make no claim about it.
