Dominican birth certificate from the US: the JCE offices

The Dominican birth certificate (acta de nacimiento) is issued by the Junta Central Electoral (JCE), which runs the Civil Registry. From the United States you request it at a JCE Oficina de Servicios en el Exterior (OSE); several operate inside Dominican consulates. The OSE fee table sets 25.00 for issuance of a record and 20.00 for certified mail, in a table of fees in USD/EUR/CHF (JCE 2025 fees, checked October 3, 2026). The key constraint: on the official JCE pages we checked we found no official channel to order it online from abroad, so the procedure runs through those offices.

Where the JCE offices are in the US (two official lists)

The JCE publishes two lists that do not match. One is the services-abroad page on jce.gob.do; the other is the list of cédula centers on the nuevacedula.jce.gob.do portal.

The nuevacedula list is a list of cédula centers; it does not say whether every one of them issues birth records. Before going to Perth Amboy, Allentown or the Bronx, confirm with the JCE which services that site offers. The JCE’s Boston office is in Jamaica Plain, which is not the address MIREX lists for the Boston Consulate General.

New York office contact, per jce.gob.do: 646-684-3158 / 646-684-3164, New_York@jce.do. For hours, the nuevacedula list gives New York as “Lunes a viernes: 8:00 a.m. a 6:00 p.m. Sábados: 9:00 a.m. a 3:00 p.m.” (Monday to Friday 8 a.m. to 6 p.m., Saturday 9 a.m. to 3 p.m.). For the other offices, see the official JCE list.

Step by step

  1. Choose the office from the table above.
  2. Book an appointment if needed. The jce.gob.do menu links “Agendar cita para servicios” to https://citas.jce.gob.do/. We could not read that system’s content, so we do not know which services it offers at each office.
  3. Request issuance of the record. The OSE fee table sets 25.00 (2025 fees in USD/EUR/CHF, checked October 3, 2026). The JCE pages we checked do not list the documents the office abroad asks for to issue a record; ask when you book.
  4. If you need it mailed, the same table sets 20.00 for certified mail.

Which records can be issued at any office

The JCE help page explains: “Si el acta de nacimiento se encuentra automatizada (tiene # de evento) puede solicitarla en cualquier Oficialía del Estado Civil … En caso de que su acta no esté automatizada debe acudir a la Oficialía del Estado Civil donde fue hecha su declaración de nacimiento” — an automated record (one with an event number) can be requested at any civil registry office; a non-automated one only at the office where the birth was declared. That answer refers to registry offices inside the Dominican Republic; it does not say whether the same applies to the offices abroad. If your record is old, confirm with the JCE office before you go.

What it is accepted for

  • A passport at the New York consulate. Its passport page asks for ‘Acta de Nacimiento con el Código QR’ (a birth record with a QR code), per the New York consulate’s page checked October 23, 2026. See renewing a Dominican passport in the US.
  • An apostille. The MIREX table lists, for civil-registry records, “Actas con nuevo formato y código QR”. See apostille of Dominican documents.
  • A minor’s carta de ruta. MIREX asks for the child’s birth record with a QR code. See Dominican carta de ruta.

Don’t confuse a Dominican record with a US one

If your child was born in the United States, the birth certificate is a US record, not a JCE record: the New York consulate’s apostille page describes it as issued by ’la autoridad competente del lugar donde ocurrió el nacimiento’ (the competent authority of the place of birth). To order it, see vital records by state. To record the child in the Dominican Civil Registry, see registering a US-born child in the Dominican Republic.

Beware of private websites

On the official JCE pages we checked, we found no official channel to order records online from abroad. Private websites selling “Dominican birth certificates” are not the JCE. Use the official offices in the table above.

Your US immigration status

The JCE pages we checked do not ask for US immigration documents for their services. If you need the record for a US immigration case, talk to a lawyer: see find pro bono legal help.
