Dominican Republic consular ID — the JCE cédula at US consulates, not a matrícula consular
The Dominican Republic does not operate a Mexico-style matrícula consular program. If you are looking for a Dominican government photo ID you can obtain without leaving the United States, the document that actually exists at scale is your cédula de identidad y electoral — handled by the Junta Central Electoral (JCE) through 12 offices in the US and Puerto Rico, most of them located at a Dominican consulate or the Embassy. Renewal of the new cédula is free (RD$0, per the JCE, checked October 3, 2026) and is booked at citas.jce.gob.do.
The short answer
- Dominant path: the Dominican cédula, processed at JCE offices (Oficinas de Servicios en el Exterior), most of them at Dominican consulates in the US.
- New cédula: renewal abroad began May 2026 and ends January 2028 (JCE); appointments at citas.jce.gob.do.
- Cost: renewal is free — ’libre de costo (RD$ 0)’ (JCE).
- Tarjeta de Identidad Consular (TIC): exists in limited form — confirmed only on the New Jersey consulate’s page as of October 3, 2026, and absent from the MIREX consular fee schedule. Ask your consulate directly; do not assume availability or a specific fee.
- For US banking: acceptance of the cédula is decided bank by bank under PATRIOT Act §326.
The dominant path: your cédula at a JCE office
The JCE — the Dominican agency that issues the cédula de identidad y electoral — lists these 12 US and Puerto Rico locations on its ‘Servicios en el Exterior’ page (checked October 3, 2026). Note that the Washington, D.C. point sits inside the Embassy, not a consulate:

The JCE’s two lists differ. The new-cédula portal’s ‘Centros en el Exterior’ page adds Perth Amboy, New Jersey (no address shown) and Allentown, PA (1710 Union Blvd) and does not list the Bronx. In Boston, the JCE office address (891 Centre St., Jamaica Plain) is not the MIREX address of the Boston Consulate General. Confirm the office before you go.
At these offices you deal with JCE personnel for cédula matters — the consulate building hosts the service, but the issuing authority is the JCE. Worldwide, the JCE says it has ‘24 Oficinas de Servicios, 10 Oficinas Satélites y 6 puntos fijos’ for Dominicans abroad.
The new cédula (renewal abroad, May 2026 – January 2028)
- Window: the JCE says renewal for Dominicans abroad ‘inició en mayo de 2026 y concluirá en enero de 2028’.
- Old cédula: ‘A partir del 31 de marzo de 2027 solo se aceptará la nueva cédula en el territorio nacional’ — from March 31, 2027 only the new cédula is accepted inside the Dominican Republic (JCE).
- Booking: appointments are made at citas.jce.gob.do. nuevacedula.jce.gob.do is the JCE’s information portal for the new cédula and links to the booking site.
- What to bring: for a renewal, the JCE’s requirement list says ‘Numero de cedula o cedula fisica’ (your cédula number or the physical cédula); data changes need their own supporting documents.
- Voting abroad: the JCE says you can ask to be registered to vote abroad at the same visit. See voting from the US.
The JCE FAQ adds these renewal details (checked October 17, 2026):
- The new cédula keeps your existing number, which is assigned for life.
- For the photograph, earrings, necklaces and facial piercings are not permitted. Reasonable adjustments are allowed for people with disabilities during the photograph.

The Tarjeta de Identidad Consular (TIC) — a limited, consulate-specific option
A Tarjeta de Identidad Consular (TIC) does appear on the Dominican consulate in New Jersey’s own FAQ, which says it ‘se otorga a los dominicanos residentes en EEUU sin considerar su estado migratorio y no representa una prueba de residencia legal, como tampoco sustituye los documentos que los Estados Unidos requieren que los ciudadanos extranjeros obtengan para poder residir legalmente en este país’ — it is given regardless of immigration status, is not proof of legal residence and does not replace the documents the US requires foreign nationals to obtain to reside legally. As of October 3, 2026, however, it is not listed in the MIREX consular fee schedule and is not confirmed at other US consulates. Practical reading:
- Treat the TIC as a consulate-specific offering, not a nationwide program.
- Do not assume a fee, validity period, or availability at your local consulate — confirm directly with that consulate before traveling.
What US banks actually accept
Under USA PATRIOT Act Section 326 and its implementing rule (31 CFR 1020.220), each US bank decides for itself which foreign-government photo IDs it accepts for account opening. For the Dominican cédula, acceptance is bank by bank — call ahead and ask which documents the branch accepts. An ITIN may also be asked for.
