A field office is NOT required to file a charge -- the EEOC accepts charges online, by mail and in person, and can help by phone with an interpreter -- so a state with no office is not a state with no way to file; this measures in-person/local reach only. Every location falls under some office's jurisdictional area, which crosses state lines, so 'no office located in the state' is a travel-distance proxy, not 'no coverage.' National-origin, language and retaliation discrimination are EEOC's under Title VII; discrimination over citizenship, visa or immigration status is also handled by the Department of Justice's Immigrant and Employee Rights Section. 'Foreign-born' includes naturalized citizens and is the immigrant-workforce proxy. Puerto Rico's San Juan office is excluded because ACS foreign-born is not comparable there."
