Missouri driver license and state ID — guide for immigrants

Missouri requires proof of identity, lawful status, a Social Security number, and a Missouri residential address for a driver license or nondriver ID, and it has no program for undocumented residents. But lawfully-present non-citizens can get a Missouri license, nondriver ID, or instruction permit — the Driver License Bureau decides eligibility status-by-status, and the credential you receive expires on the same day your immigration document does.

Which immigration statuses qualify in Missouri

Missouri issues a license or nondriver ID by immigration status, and each qualifying applicant must present an I-94:

  • Qualify (with an I-94): lawful temporary residents, Temporary Protected Status (TPS) holders, asylees (I-94 stamped “Asylee”), refugees, parolees (I-94 stamped “parolee”), conditional entrants, and victims of human trafficking (T-1) along with their T-1 spouse, child, or parent.
  • Do NOT qualify: temporary visitors for business, and temporary visitors for pleasure (tourists).

Non-citizens must verify identity, lawful status, an SSN, and a Missouri residential address. Documents from each category are required on subsequent applications too, and applications are made in person with SAVE verification of your immigration record.

How long your Missouri license lasts (the non-citizen rule)

This is the rule most immigrants get surprised by. A Missouri license, nondriver ID, or instruction permit is issued with an expiration date equal to the expiration date of your immigration document — it is not granted for the standard full term, and “Duration of Stay” handling applies when your document has no fixed end date.

If you cannot fully verify how long your lawful status will last, Missouri can issue a one-year license instead. This one-year credential is not renewable, but it “does provide a full year for you to obtain the documents required to verify lawful status.” In practice, that gives you twelve months of legal driving while you collect the paperwork needed for a longer-term card.

The Social Security number rule

Every applicant must provide a Social Security number. If your number is already verified on Missouri’s records, you may provide it verbally; otherwise you present the card (it cannot be laminated and must be signed if you are 18 or older).

If a Social Security number has not been assigned to you, you instead present a letter from the Social Security Administration (SSA) regarding the status of your Social Security number. That letter substitutes for the card — so lacking an SSN does not, by itself, block a lawfully-present non-citizen from applying.

What is REAL ID?

REAL ID is a federal standard for state-issued IDs. A REAL ID-compliant card (gold star) can be used to board domestic flights (enforced since May 7, 2025), enter federal buildings, and access secure federal facilities. Missouri offers both REAL ID-compliant and non-compliant credentials.

One Missouri-specific detail helps if your card just lapsed: for a non-REAL ID application, an expired Missouri or out-of-state license, ID, or permit can be accepted as an identity document if it is within six months (184 days) of expiration.

How to apply in Missouri

  1. Confirm your status qualifies (see the list above — business and tourist visitors are not eligible).
  2. Gather your documents — proof of identity, your lawful-status document (I-94 and the immigration document it matches), your SSN card or the SSA status letter, and proof of a Missouri residential address.
  3. Apply in person at a Missouri license office; non-citizen applications run through SAVE verification, so plan for that step.
  4. Bring originals — copies are generally not accepted.
  5. Pass the tests (written knowledge and vision, plus a road test for a first license).

If you are undocumented or cannot get an SSN

Missouri has no driver-privilege card for undocumented residents. If you cannot show lawful status, practical alternatives include:

  • Use your foreign passport as primary ID for banking, employment (with an EAD), and federal flights.
  • Get a matrícula consular from your home-country consulate (see Consulates in Missouri).
  • Use an International Driving Permit (IDP) obtained in your home country before travel.
  • Open an ITIN-friendly bank account to bank without an SSN.
  • Consider an AB60-equivalent state if you must drive regularly (CA, CO, CT, DC, DE, HI, IL, MD, MA, MN, NV, NJ, NM, NY, OR, RI, UT, VA, VT, WA).
