New Mexico issues a Standard Driver’s License and ID card to residents who cannot prove lawful status — one of the first states to do so, and one of the simplest. Who can apply

Applicants who cannot prove lawful status can get a Standard Driver’s License or Standard ID — it is the only credential available to them, and the process is simpler than the federal REAL ID. New Mexico’s Standard License replaced the former Driving Authorization Card. A non-driver Standard ID card is also available without an SSN.

Documents you need

You provide one proof of identity and age plus two proofs of New Mexico residency. Accepted identity documents include:

  • An unexpired passport or passport card from your country of citizenship.
  • A consular identification card (matrícula) issued by a foreign consulate (for example the Mexican consulate in Albuquerque or El Paso).
  • An ITIN (Individual Taxpayer Identification Number).
  • A certified copy of a foreign birth certificate with a notarized English translation.
  • A foreign driver license with a photograph, expired no more than a year.

For residency, present two New Mexico documents at the same physical address, from the same category but not the same entity — a rental or purchase agreement, utility bill, insurance bill, bank or credit-card statement, or employment document.

What the card can and cannot do

The card is officially the “Standard Driver’s License and Not Intended-for-Federal-Purposes ID.” That means:

  • It must be accepted in New Mexico for all non-federal purposes on the same terms as a REAL ID.
  • It is not guaranteed for federal purposes such as boarding flights or entering federal buildings. Carry your passport for those.

How to apply

  1. Gather one identity document and two New Mexico residency documents (unexpired and valid).
  2. Go in person to an MVD Field Office — any field office can issue the temporary license.
  3. Pay the fee — $18 for four years or $34 for eight years. No SSN and no fingerprints are required.
