North Carolina driver license and state ID — guide for immigrants

North Carolina requires both legal presence and a Social Security number for a driver license or State ID, with no program for undocumented residents and no SSA-ineligibility-letter alternative. In practice that means only work-authorized non-citizens (who can be issued an SSN) qualify. The good news: the State ID card is free for adults. Which non-citizens can get a North Carolina license or ID

Every non-U.S. citizen must present one U.S.-government document proving legal presence:

  • A green card (I-551), an EAD (I-766 / I-688B), or a foreign passport with an affixed valid visa (with an I-94).
  • F-1 students prove legal presence with an I-20 plus an I-94; J-1 exchange visitors with a DS-2019 plus an I-94. Note: F-1/J-1 documents are NOT accepted for a REAL ID.

A Social Security number is mandatory. Acceptable SSN documents are limited to the Social Security card, a 1099, a W-2, or a payroll record showing the full number. Because there is no SSA-ineligibility-letter pathway, a non-citizen who cannot be issued an SSN cannot get a North Carolina license or ID.

How long the license lasts

A limited-duration license is issued to non-citizens with temporary status and can never expire later than the expiration of your authorized stay. A license issued to an H-2A worker expires three years after the H-2A visa’s issuance, or sooner if the visa is not extended.

What is REAL ID?

A REAL ID requires identity/date-of-birth proof, full-SSN proof, two North Carolina residency documents, and (for non-citizens) one legal-presence document; a standard (non-REAL ID) license needs only one residency document. A REAL ID (gold star) is required to board domestic flights (since May 7, 2025) and enter federal facilities.

North Carolina has no driver-privilege card for undocumented residents, and no SSA-letter option. Practical alternatives:

  • Use your foreign passport as primary ID for banking, employment (with an EAD), and federal flights.

  • Use an International Driving Permit (IDP) obtained in your home country before travel.
  • Open an ITIN-friendly bank account to bank without an SSN.
