Oregon driver license and state ID — guide for immigrants

Oregon issues a standard driver license, permit, and ID card without proof of legal presence under the Equal Access to Roads Act (HB 2015), in effect since January 1, 2021. Who can apply

A standard Oregon license/permit/ID requires only Oregon residency, proof of identity, and a residence address. Proof of lawful status is required only for a REAL ID or a commercial license — not for a standard credential. A non-driver Oregon ID card is obtained the same way.

The Social Security number rule

Oregon requires either an SSN or a written statement that you have not been assigned one. If you have no SSN, you sign an electronic statement certifying you were never assigned one — and the SSN is not printed on the card.

Documents you need

Identity uses a document-point system: one primary document proves your identity and date of birth, or, if you have none, at least two secondary documents from different agencies. Accepted primary documents include:

  • A foreign passport — accepted, and may be expired by up to five years.
  • A consular ID card (matrícula) from one of 11 listed countries, or a Mexico Voter Card.
  • An IRS ITIN issuance letter.

For residency, a standard license/ID requires one proof of your current Oregon residence address (no tax return). A REAL ID requires two.

What the card can and cannot do

The standard card is marked “Not for REAL ID Act” in the upper-right corner (a REAL ID has a star in a black circle). That means:

  • You can legally drive and use the card as state identification.
  • You cannot use it to board a domestic flight. Carry your passport for federal purposes.

How to apply

  1. Gather one primary identity document (foreign passport, matrícula, or ITIN letter) or two secondary documents, plus one proof of your Oregon address.
  2. If you have no SSN, be ready to sign the no-SSN statement.
  3. Apply at a DMV office — booking on DMV2U is recommended, but walk-in standby service is available at any office.
  4. Pay the fee — $64 for an 8-year license or $40 for an ID.
