Which non-citizens can get a Pennsylvania license or ID

Non-U.S. citizens must present DHS-issued documents establishing lawful presence, which PennDOT verifies through SAVE. If the required documents are not presented, no SAVE verification occurs and no license is issued — there is no pathway for undocumented residents. By status:

  • Lawful Permanent Residents — Green Card (I-551), Social Security card, and two proofs of residency.
  • F-1 students — valid passport, I-94, visa, and Form I-20 (plus SSN card or SSA ineligibility letter, and two residency proofs).
  • Refugees and asylees — an EAD (I-766), passport, or travel document (plus SSN card or SSA ineligibility letter, and two residency proofs).

The Social Security number rule

An SSN must be submitted unless you have obtained a waiver from the SSA. Applicants ineligible for an SSN must present an SSA ineligibility letter with each application. For REAL ID you must present an original Social Security card (or, without an SSN, the original SSA ineligibility letter). For a standard (non-REAL ID) license/ID, applicants without a Social Security card may instead present alternate SSN proof — a W-2 or 1099 from the last two tax years, a Medicare card, or a military ID showing the number.

How long the credential lasts

Card expiration is set by your DHS-authorized length of stay, verified through SAVE. For temporary immigration status, the first REAL ID product’s expiration matches the expiration on your immigration documentation.

What is REAL ID?

A REAL ID (gold star) can be used to board domestic flights (enforced since May 7, 2025) and enter federal facilities. Lawfully present non-citizens are eligible to apply for a REAL ID; two documents are required to prove Pennsylvania residency.

If you are undocumented or cannot prove lawful presence

Pennsylvania has no driver-privilege card for undocumented residents. Practical alternatives:
