Wyoming driver license and state ID — guide for immigrants

Wyoming is a lawful-presence state. Every driver license, learner permit, and ID card requires proof that you are lawfully present in the United States, and your status is verified with USCIS. There is no undocumented-driver program here. This page explains how the process works for lawfully present non-citizens, what documents the Wyoming Department of Transportation (WYDOT) Driver Services accepts, and what the credential costs. Quick answer

  • Undocumented driver-license access: NO. Proof of legal presence is mandatory and is verified through USCIS, under Wyoming State Statute 31-7-111. Wyoming has no AB60-style limited-purpose license.
  • Social Security number: an SSN is required to complete the application. Documentary proof of the SSN is recommended but not required. The published requirements do not list an SSA letter of ineligibility as a substitute.
  • Non-driver state ID available? Yes — a Wyoming Identification Card. Fee: $10, issued with an 8-year expiration. You may not hold both a driver license and an ID card at the same time.
  • Driver license fee: Class C is $45 new / $35 renewal; a duplicate is $25.
  • REAL ID: Wyoming credentials can be REAL ID-compliant. WYDOT requires proof of your Social Security number for a REAL ID (SS card, W-2, a bank statement with your full SSN, or any official/government document showing your name and full SSN).

Who qualifies

Only lawfully present non-citizens can be issued a Wyoming driver license, permit, or ID card. WYDOT’s non-U.S.-citizen requirements ask for proof of identity (at least one) and proof of legal presence (all applicable documents), and then verifies the status with USCIS. Eligible classes include:

  • Lawful permanent residents (green card / Form I-551)
  • Employment Authorization Document holders (Form I-766 / EAD)
  • Nonimmigrant visa holders with a valid U.S. visa and I-94
  • F and M students (Form I-20) and J exchange visitors (Form DS-2019)
  • Refugees (including those with a Refugee Travel Document) and asylees with an asylum approval
  • Temporary Protected Status (TPS) holders with a TPS approval

WYDOT states: “If you were not born in the United States, you are required to present all Document Requirements… Your lawful status will be verified with the USCIS.” Undocumented residents are not eligible — proof of legal presence is required for every credential.

The Social Security number rule

Wyoming’s rule has two parts:

  • The SSN itself is required for the application. WYDOT’s non-U.S.-citizen sheet states that “Social Security Number is required for the Application.”
  • Documentary proof of the SSN is recommended but not required. Acceptable proof, when provided, is a Social Security card, a W-2 form, or any official or government document that includes your name and full Social Security number.

Because Wyoming requires lawful presence, applicants generally hold a work-eligible status and an SSN. WYDOT’s published requirements do not list an SSA “letter of ineligibility” as an alternative for people who cannot get an SSN. If your situation is unusual, confirm directly with WYDOT Driver Services before you go.

Documents you need

All documents must be unaltered certified originals, certified amended originals, or true copies certified by the issuing agency. Photocopies, notarized documents, and online printouts are not accepted.

Proof of identity — present at least ONE:

  • Unexpired Permanent Resident Card (Form I-551)
  • Unexpired Employment Authorization Card (Form I-766)
  • Unexpired foreign passport

Proof of legal presence — present ALL that apply:

  • Valid U.S. visa
  • Valid Form I-94
  • Form I-797 letter
  • Form DS-2019
  • Form I-20
  • Refugee Travel Document
  • Temporary Protected Status approval
  • Asylum approval

Proof of Wyoming residency — present TWO documents that show your name and current physical residential address (no PO Box, PMB, or mail drop), are no more than 45 days old, and are not from the same entity. Examples: a lease or rental agreement, mortgage document, homeowner/renter insurance, utility bill, bank or credit-card statement, paystub or 1099, Wyoming voter or vehicle registration, a court or government-agency document, a W-2 or other tax document, a school report card or transcript, or a Wyoming Residency Affidavit.

Name change: if your identity and legal-presence documents do not show your current full name, you must provide legal name-change documents — and a new name change must be done with the Social Security Administration first.

Consular ID / matricula consular: not accepted. A matricula consular does not appear anywhere on WYDOT’s accepted-document list.

Fees and how long the credential lasts

Payment is by check, money order, or cash (a card may be accepted at some exam stations for an extra fee).

Limited term for non-citizens. For a “conditional resident, or other types of temporary resident statuses,” the ID card’s expiration date must match the expiration date on the immigration document(s). For driver licenses, non-citizens cannot renew by mail or online unless they are USCIS-classified as a Permanent Resident and are currently licensed in Wyoming with that classification; otherwise you must appear in person and present your immigration documents every time you renew or receive service, and your lawful status is re-verified with USCIS each time.

How and where to apply

  • Apply in person. First-time applicants must appear at a local Wyoming Driver Services / driver exam station. You can start the process online through the oneWYO portal at mvds.onewyo.gov (a login.gov account lets you begin applications, renew or duplicate, and update your address).
  • New-license questions: 307-777-4800 (Mon–Fri, 8am–5pm). Lost / renewal: 307-777-4806. Document questions: WYDOT Driver Services, 307-777-4800, or drivercustomerservice@wyo.gov.
  • Mail: Driver Services – WYDOT, 5300 Bishop Blvd, Cheyenne, WY 82009-3340.
  • Timing: new Wyoming residents have one year from establishing residency to obtain a Wyoming license; plan on roughly 4–6 weeks to receive the card.

If you don’t have lawful status

Wyoming will not issue a driver license or state ID without proof of legal presence. If that describes your situation, these accurate, non-driving options may still help with everyday identification and banking:

  • Use your foreign passport as primary identification for banking and other day-to-day needs.
  • Open an account at an ITIN-friendly bank. Many banks accept an ITIN and a foreign passport instead of an SSN — see ITIN-friendly banks and what an ITIN is.
  • Get a matricula consular from your home-country consulate. It is widely accepted as ID by many banks and local agencies even though Wyoming Driver Services does not accept it — see consulates serving Wyoming.
  • International Driving Permit (IDP): if you are a short-term visitor, an IDP obtained in your home country before you travel lets you drive on your foreign license for a limited time. An IDP is not a Wyoming credential and cannot be issued here.
