Oversight and inspections
ODO special review, October 24 to 26, 2023. ICE’s report naming Cascade County Jail assessed the facility against NDS 2019; ODO says its assigned rating is for ERO’s information purposes only. ODO found 24 deficiencies in 6 standards. Its Medical Care findings included initial medical, dental and mental-health screenings, in some of the files reviewed, between 16 and 122 hours after arrival, instead of within the required 12 hours. ODO recommended increased ERO Salt Lake City oversight and work to resolve deficiencies under contractual obligations.
Separate PREA audit in 2026. The county’s final PREA report gives on-site dates of 2026-02-09 through 2026-02-10 and a final submission date of September 11, 2026. Its final summary lists 0 standards exceeded, 45 met and 0 not met. It describes missing specialized training for some medical and mental-health staff; training documentation supplied before the interim report resolved that corrective action. It also found that reassessments were not occurring in practice and lacked reliable tracking. The facility developed an alert after 20 days in custody; the auditor reviewed eleven screenings, and documentation supplied in May and on August 4, 2026 resolved that corrective action.
