How to find someone held here

ICE’s locator is the Online Detainee Locator System. The city’s inmate-information page gives (859) 425-2700 for information about an inmate in custody, including bond and current charges. For family-related incidents, it directs calls to the chaplain during normal business hours and to a shift commander after business hours, at that same number.

Visiting

The city’s visitation page says all inmate visitation is remote through its secure video system and that in-person visits are not permitted under normal circumstances. It names Sergeant Dwayne Tyree for scheduling information or requests for consideration of an emergency in-person visit. The inmate-information page identifies SmartVisit as the video-visiting service.

Money, phone calls and mail

Deposits and commissary. The city’s programs and resources page lists front-lobby deposit kiosks accessible 24 hours a day, seven days a week, with funds available within 30 minutes. It says money orders are no longer accepted. It also lists online deposits through Access Corrections using debit or credit cards for a fee whose amount, as of October 23, 2026, the page does not state, and phone deposits at 1 (866) 394-0490. People in custody may order commissary once per week, with a $100 spending limit. Families can order through Access Securepak, for delivery on the person’s normal delivery day.

Phone calls and messaging. That page names Smart Communications for tablets, phones and messaging. Collect calls are billed to the called party; debit calls use money in the person’s commissary account and are billed to that person. It also lists electronic and picture messaging accounts through Smart Communications.

Mail. The inmate-information page gives this regular-mail format:

Smart Communications/Lexington-Fayette Co.
Inmate first name and last name inmate number (ex. Adam Smith #123456)
PO Box 9198
Seminole, FL 33775-9198

Regular postal mail is scanned for viewing at postal-mail kiosks. The inmate’s name and booking/ID number must be clearly printed outside the envelope or postcard. The city says mail received at the old address after Jan. 1, 2025, is returned to the sender, except legal mail, which still goes to the facility.

Oversight and inspections

2026 inspection. ICE’s Fayette County report covers February 4 to March 5, 2026, including an on-site visit on March 5, 2026. It used USMS Federal Performance Based Detention Standards (FPBDS) (May 2025). ODO found no deficiencies and compliance with all 21 standards inspected. ODO said it received the completed corrective-action plan for its last inspection, in September 2024, which, in ODO’s words, “likely resolved previous deficiencies ODO cited.”

September 10 to 12, 2024 special review. The earlier Fayette County report, using NDS 2019, found nine deficiencies in two standards, with eight standards compliant. Findings included no written hazardous-communication program for chemical labeling and employee training, and missing documentation of initial or annual hunger-strike training.
