How to locate or contact a detainee
To locate someone in ICE custody, use the ICE Online Detainee Locator System at locator.ice.gov. You will need the person’s A-number (Alien Registration Number) and country of birth, or their full name, country of birth, and date of birth.
To ask whether someone is held here, call the number ICE publishes for detainee information: (570) 523-1251. ICE asks callers to have the person’s biographical information ready: first, last and hyphenated names, any aliases, date of birth, country of birth and BOP Register Number (checked October 16, 2026). ICE’s page for this facility lists no urgent-message line. Visiting hours and rules for this facility are listed under Visiting in person below.
Visiting in person
What ICE’s page for FCI Lewisburg says (checked October 16, 2026; ICE’s page shows it was updated 08/06/2026):
- Friends and family visits: Fridays from 8 a.m. to 11 a.m. and federal holidays from 8 a.m. to 11 a.m. ICE says “the most up-to-date visiting protocol and visiting hours can be located on the facility website” (linked from ICE’s page).
- BOP’s own visiting supplement: BOP’s Lewisburg Visiting Regulations supplement (LEW 5267.09H, dated May 20, 2025) covers visits at USP Lewisburg, the Federal Prison Camp and the Residential Drug Abuse Program (RDAP). It lists penitentiary and camp/RDAP visiting on Saturday, Sunday and federal holidays, 8 a.m. to 3 p.m. — a different schedule from the Friday and federal-holiday hours on ICE’s page for detainees.
- Admission cutoff in the BOP supplement: the May 20, 2025 document says inmate visitors arriving after 2:30 p.m. are not admitted.
- Former inmates of this institution: the same BOP supplement requires the Warden’s prior approval for their visits.
- Group size: the same BOP supplement limits visiting groups to five people at one time.
- Who can visit: only a person the detainee has placed on their visitor list and who has been cleared by BOP. ICE says BOP has special rules on who can visit, the dress code, the duration of visits, general behavior and physical contact.
- Non-contact: all family or other social visits are non-contact.
- Search: everyone requesting admittance is subject to a pat-down search, an inspection of belongings, and a metal scan search and ION screenings on a random basis. Anyone refusing to cooperate with a reasonable search will not be admitted.
- Not allowed: firearms or weapons of any kind; electronic devices (cell phones, pagers, radios, etc.) in the secure areas; carrying any items into the visitation area, except that BOP’s supplement (see below) allows up to 20 dollars in loose quarters for the vending machines and, for an infant, 2 diapers and an unopened pack of baby wipes, which stay with the officer at the observation desk until needed; passing or attempting to pass items to detainees. Visitors who are or appear to be intoxicated will not be allowed to visit.
- Parking is available at the facility.
- Clergy may visit but must make prior arrangements.
- Consular officials may meet with their detained nationals at any time. ICE requests that they make prior arrangements with the ICE Supervisory Deportation Officer to the extent possible and bring appropriate credentials; the Supervisory Deportation Officer at ERO Williamsport is at (570) 244-4380.
Additional rules in BOP’s Lewisburg visiting supplement
BOP’s Lewisburg visiting supplement, which covers visits at USP Lewisburg, the Federal Prison Camp and RDAP, states the following (checked October 17, 2026):
- Visitor identification: BOP requires government-issued identification.
- Clothing: BOP refuses entry for visits to people in revealing clothing and permits shorts and skirts that cover the knee while standing.
- Vending-machine money: BOP sets a limit of 20 dollars, in loose (unrolled) quarters.
- Infant supplies: if an infant needs diapers and/or baby wipes, BOP limits these supplies to 2 diapers and an unopened pack of baby wipes.
Sending mail, commissary funds, and personal items
ICE’s page for FCI Lewisburg says all mail here “will be handled in accordance with BOP policy”; the facility-specific rules ICE publishes are listed below. Cited here for comparison only, because ICE says BOP policy governs mail at this facility: under ICE’s National Detention Standards, Revised 2019, §5.1(E), incoming general mail is opened and inspected for contraband, and outgoing general mail may be inspected and read if it is addressed to another detainee or staff have reason to believe it threatens the facility’s security or order, endangers someone, or could facilitate criminal activity. Only special correspondence — mail to or from attorneys and other legal representatives, courts and judges, government attorneys, embassies and consulates, the President and Vice President of the United States, members of Congress, the Department of Justice (including the immigration courts), DHS (including ICE/ERO, IHSC, CRCL and the DHS Inspector General), grievance administrators, and the news media — may not be read or copied by staff. Incoming special correspondence is inspected for contraband in the detainee’s presence; outgoing special correspondence is not opened, inspected or read, and if a need exists, any inspection takes place in the detainee’s presence. The standard limits any inspection to detecting physical contraband and confirming that enclosures qualify as special correspondence. Mail counts as special correspondence only if the envelope unambiguously identifies the title and office of the sender (incoming mail) or of the addressee (outgoing mail). Under that standard, ordinary letters do not carry that protection. Rules for commissary (account) deposits and permitted personal items vary by facility, and so does the number that handles them — ICE names a separate facility mail clerk on some facility pages. This facility’s own ICE page (linked above) sets out its rules for sending money and items in its Sending Items to Detainees section.
What ICE publishes for this facility’s mail, money, and packages
Checked October 16, 2026, on ICE’s page for this facility:
- Letters must include the last four digits of the detainee’s A-number, plus the sender’s name and address. All incoming mail is subject to screening for contraband, and detainees are not permitted to seal mail. Outgoing mail is routed to the post office within 24 hours of receipt by facility staff.
- Address for writing to a detainee:
ICE Detainee Name & Register Number
FCI Lewisburg
Federal Correctional Institution
P.O. Box 1000
Lewisburg, PA 17837
- BOP’s mail route for money: BOP’s page for Lewisburg says “Do NOT send money to an inmate using this facility’s address.” It says all funds sent through the mail must be addressed to a processing center in Des Moines, Iowa, and that this applies to all federal inmates, wherever they are held (checked October 19, 2026).
- Money is not to be given directly to the detainee; ICE says it can be sent by following the instructions linked in the Sending Items to Detainees section of its page.
- Items and packages: a detainee may receive only items determined to be of necessity for the sole purpose of travel or release from agency custody, with approval of the ICE Deportation Officer.
- Luggage for removal: one small piece is allowed; if the detainee has none, luggage can be sent or delivered after approval from the ICE Deportation Officer. No electronic devices (cell phones, electric razors, laptop computers, radios, etc.) are accepted. To coordinate delivery of luggage, ICE gives ERO Williamsport Sub Office at (570) 244-4380.
- Stamps: detainees may buy them. ICE says “Generally, there is no limit to the amount of correspondence detainees may send at their own expense.” Indigent detainees (no means of financial support and no funds in their facility account) get a postage allowance at government expense.
- Transfers and departures: only legal mail is forwarded; general correspondence is endorsed “Return to Sender” and returned to the post office.
Legal access, attorneys, and immigration court information
Detainees have the right to speak with an attorney, and attorney–client visits and calls are confidential. For information about a case before the immigration court (EOIR), EOIR’s automated line 1-800-898-7180 (toll-free, 24 hours a day, English and Spanish) gives the next hearing date and case status; callers enter the 9 digits of the A-number, without the letter A (EOIR, checked October 24, 2026). For a matter before the Board of Immigration Appeals (BIA), the main line of EOIR (the Justice Department agency the BIA belongs to) is (703) 305-0289. ICE’s page for this facility gives (703) 605-1007 for BIA matters, where callers “can obtain automated information or speak with a live representative during office hours” (checked October 16, 2026). Applications for relief from removal must be filed directly with the immigration court handling the case. If you cannot afford an attorney, the immigration court can provide a list of pro bono legal service providers — see the related resources below.
Booking legal visits, video calls, and legal calls
Checked October 16, 2026, on ICE’s page for this facility:
- G-28s can be submitted through ERO eFile. Facility staff do not have access to ERO eFile, so ICE says legal representatives should download copies of their submitted G-28 for any in-person or remote legal visit.
- In-person attorney visits are scheduled through the Unit Team by calling (570) 523-1251, Monday to Friday, 8 a.m. to 3 p.m., based on availability.
- Legal video visits are booked online through the link on ICE’s page. Book a time under the J-Block time slots, with the detainee’s name and register number as the Booking Title, and put your name and bar number in the Notes section. After the information is verified, the facility schedules the video meeting and sends the link to the email address used to book.
- Legal calls, or technical problems with the booking system: contact the facility at (570) 523-1251.
- Electronic legal documents: ICE says BOP has specific procedures for when a person in custody may receive electronic legal materials from an attorney; the guidance and acceptable formats are linked from ICE’s page.
- Case information: requests can be sent to Philadelphia.Outreach@ice.dhs.gov. This mailbox does not accept applications for Stay of Removal or Case Appeals.
- Identifying the Deportation Officer: contact the Philadelphia Field Office, Williamsport Sub-Office, at (570) 244-4380. A G-28 must be on file for any information to be disclosed.
- Pro bono list: ICE says a list of free legal organizations is posted in all detainee housing units, updated quarterly, and that contacting them for an appointment is the detainee’s responsibility.

A news reporter who wants to interview someone held here must apply in writing to the Philadelphia field office of Enforcement and Removal Operations. The application must indicate familiarity with and agreement to comply with the facility rules and regulations provided by staff. ICE says a detainee has the right not to be interviewed, photographed or recorded by the media, and the reporter must first obtain the detainee’s written permission. Media inquiries about ICE activities go to ICEMedia@ice.dhs.gov.
