ICE detainee locator notice (checked October 7, 2026): since September 15, 2026, ICE's Online Detainee Locator no longer shows people who have a final order of removal, and ICE staff have reportedly been told not to give their location to family or lawyers, according to the Associated Press and the American Immigration Council. AP reports the change affects more than 16,000 of the nearly 69,000 people in ICE detention. ICE has not announced or confirmed the change; DHS said all detainees have opportunities to communicate with their family members and lawyers. Per the AP, the practice does not apply to detainees held at the Adelanto, California facility or at temporary holding facilities in Minneapolis, New York City or suburban Chicago, where judges have ordered ICE to list them in the locator.

Ray and not at Main or the Annex. Detainees cannot receive incoming calls; leave the detainee’s full name and A-number, plus your name and callback number for relay. Restricted housing, holidays, clergy and visitor rules

ICE’s dress code for female visitors age 12 and older adds these requirements (checked October 17, 2026):

Skirts and dresses must extend to the knee when seated.
Slits in skirts and dresses may rise no higher than the knee when seated.
Spandex and stretch pants are prohibited.

ICE’s page for D. Ray (checked October 15, 2026) adds these visiting details:

Restricted Housing Unit: low/medium-low detainees 2:30–3:30 p.m. and medium-high/high detainees 3:45–4:45 p.m., Saturday and Sunday.
Federal holidays: medium-high/high 11:15 a.m.–2:15 p.m.; low/medium-low 8–11 a.m.; Restricted Housing Unit 2:30–4 p.m.
At the door: arrive 15 minutes before the visit to clear security; visits last a minimum of 1 hour; minors must be accompanied by an adult guardian 18 or older and may not be left alone in the waiting or visiting room.
Dress and belongings: shoes at all times (no open-toed shoes); no hats, caps or hoodies; no gang colors; no purses, bags or wallets (cash and debit cards must be in a clear bag; visitors may bring up to $20 in $1 bills or coins). Visitors are subject to a pat-down, a belongings inspection and a metal scan.
Clergy: by prior arrangement with the Chaplain’s Office at (912) 496-6242; clergy visiting hours are 5–11:30 p.m. Monday through Friday and 5–11:30 p.m. Saturday and Sunday.

Mail and money

Letters: the last four digits of the detainee’s A-number plus the sender’s name and address; all incoming mail is screened for contraband (ICE says it is not read upon opening). Money orders or cashier’s checks only to Folkston D Ray ICE Processing Center, P.O. Box 548, Folkston, GA 31537. Packages: call (912) 496-6242 ext. 76741 before sending. Packages are limited to items needed solely for travel or release from custody, with the ICE Deportation Officer’s approval. No electronic devices are accepted.

Cash deposits and transfers

Besides money orders and cashier’s checks mailed to P.O. Box 548, ICE’s page says visitors may deposit cash, only, at the facility, Monday through Friday, excluding holidays; cash a detainee carries on arrival is deposited to his trust account. The same paragraph also states that all monies (cash, check, money order) arriving at the facility by mail will be returned to the sender, so confirm the deposit route at (912) 496-6242 before mailing. When a detainee leaves or is transferred, only legal mail is forwarded; general correspondence is returned to the post office marked Return to Sender.

Legal video calls, phone scheduling and faxes

Scheduling by phone: besides the GA243Court@geogroup.com email, legal representatives can schedule video (VTC) meetings or legal calls by calling the court room officer at (912) 496-6771. Requests must be made 24 hours ahead; appointments run 8 a.m. to 4 p.m. in 60-minute increments, and no legal representative may have more than one 60-minute appointment with a detainee in a single day.
G-28s and the deportation officer: G-28s can be filed through ERO eFile (facility staff do not have access to it, and ICE says representatives should download copies of their submitted G-28 for any in-person or remote legal visit). To learn the deportation officer’s identity, email DRay.Outreach@ice.dhs.gov; a G-28 must be on file for any information to be disclosed. ICE notes the mailbox does not accept stay-of-removal applications or case appeals.
Legal faxes to a detainee: When timely mail communication is not possible, the facility administrator may, at their discretion, allow a reasonable amount of fax communication between the detainee and their designated legal representative. Subject to that condition, (912) 496-6299, with a cover letter giving the detainee’s full name, A-number, the sender’s return fax number and the total number of pages. The fax is delivered in a sealed envelope, inspected for contraband but not read; legal faxes are processed Monday through Friday, 8 a.m. to 4 p.m., excluding holidays.

ICE’s Office of Detention Oversight (ODO) inspected D. Ray on June 2–4, 2026 (ODO report, Inspection 2026-001-084), ODO’s first inspection of this facility. It was the most recent report for D. Ray on ICE’s ODO facility inspections page when we checked on October 15, 2026. What the report says:

Who runs it: the facility opened in 2025 and is owned and operated by The GEO Group, Inc.; ERO began housing detainees there in 2025 under ERO Atlanta. It is a dedicated ICE detention facility operating under the National Detention Standards (NDS) 2025, and it holds male detainees of low, medium-low, medium-high and high security classification for periods longer than 72 hours. GEO provides food services and medical care, Keefe Commissary provides commissary, and the facility holds no accreditations from outside entities.
Findings: compliant with 22 of 24 standards; 2 deficiencies, both priority components. In 6 of 25 files, detainees reclassified on June 2, 2026 were not moved to housing matching their new security level until June 4, 2026, including two reclassified as high security who stayed in a low/medium-low unit. In 3 of 9 suicide watch logs, ODO found 5 instances of monitoring documented between 16 and 58 minutes apart instead of at least every 15 minutes.
Detainee interviews: ODO interviewed 28 detainees; none alleged discrimination, mistreatment or abuse. Individual concerns about dental pain, a medical diet and dentures were reviewed in the medical files and answered by medical staff.
Rating: Good.
