USCIS California Service Center

The California Service Center is one of the five USCIS service centers in the Service Center Operations Directorate (SCOPS). Its receipt numbers start with WAC. On August 12, 2024 it moved to 2642 Michelle Drive, Tustin, CA 92780, according to a USCIS alert released September 11, 2024. In the USCIS caseload files for April to June 2026, its row held more pending Form I-130 petitions than any other service-center row.

The 2024 move from Laguna Niguel to Tustin

The September 2024 alert says the move happened “as USCIS centralizes processing for immigration benefits.” It sets out these points:

  • The center has three new P.O. boxes for U.S. Postal Service mail. UPS, FedEx, DHL and all other commercial carriers deliver to the Michelle Drive facility. USCIS said to use the form filing-address and contact pages on uscis.gov for the right box.
  • The old Laguna Niguel P.O. box took mail until Sept. 30, 2024, followed by a two-week grace period of forwarding. From Oct. 15, 2024, mail sent there is returned to the sender.
  • Replies to USCIS correspondence issued on or before Aug. 12, 2024 (such as a Request for Evidence) go to USCIS CSC, P.O. Box 30113/ALL OTHER, Tustin, CA 92781.
  • Filing of Form I-865, the sponsor’s change-of-address notice, moved to the Texas Service Center on Sept. 1, 2024. The alert gave a 60-day grace period for I-865 filings mailed to the California, Nebraska or Vermont Service Center.

The alert closes by repeating that service centers “work only on certain applications or petitions that applicants have mailed, filed online, or filed with a USCIS Lockbox.”

What the service centers do

USCIS says its service centers handle “petitioners and applicants who do not require interviews” (SCOPS page, July 17, 2026). The work is organized in business, family, humanitarian, and students and exchange visitors product lines. The SCOPS page lists the product lines but does not say which center handles each one. Cases can be transferred between service centers and field offices “if more evidence or interviews are needed” (USCIS presentation, March 2021).

I-485 and I-130 cases: April 1 - June 30, 2026 (FY2026 Q3)

Each quarter USCIS publishes, by office, how many Form I-485 applications and Form I-130 petitions were received, approved, denied and left pending. Its tables carry a row for the California Service Center (code WSC in the file):

Form and categoryReceivedApprovedDeniedPending on June 30, 2026

I-130, petition for a relative (all)1,2137,4765,49470,141

— all other relatives (family preference categories)3917863,78356,299
  • I-485 pending: 21,108, or 1.4% of the 1,560,290 pending nationwide; rank 3 of the 6 center rows (1 = the most pending).
  • I-130 pending: 70,141, or 2.9% of the 2,404,546 pending nationwide; rank 1 of the 6 center rows (1 = the most pending).

"D" means USCIS does not publish that figure ("Disclosure standards not met"); "-" (zero) shows here as 0. Per USCIS's notes, some cases approved, denied or pending may have been received in earlier quarters; "pending" means awaiting a decision at the end of the quarter, and the report does not reflect some actions, such as administrative closures and transfers between offices. The share (rounded half-up to one decimal) and the rank are our own arithmetic on the same figures. The "6 center rows" are the five service-center rows plus the National Benefits Center row: the I-485 file prints them together; the I-130 file prints only five rows under "Service Center by State" and places the NBC row in its Missouri block, so the six-row I-130 grouping is ours. Processing times

The USCIS processing-times data reports service-center work as one office, “Service Center Operations (SCOPS).” It has no separate California figure. Follow a specific case with its receipt number in the USCIS case status tool.
