USCIS Vermont Service Center
The Vermont Service Center is one of the five USCIS service centers in the Service Center Operations Directorate (SCOPS). Its receipt numbers start with EAC, and the USCIS caseload files list it under the code ESC. In those files, its row held more pending Form I-485 applications on June 30, 2026 than any other service-center row. For VAWA, T and U cases with an EAC receipt number, USCIS lists a correspondence address in Essex Junction, Vermont.

The Essex Junction address and what USCIS says it is for
The USCIS Contact Us page (last reviewed December 22, 2025) covers inquiries on VAWA, T and U filings, including Form I-751 abuse waivers. It says petitioners and applicants “may also send signed written inquiries or requests for biometrics appointments, including a new date or time or location.” For cases with a receipt number beginning with EAC, it gives the Humanitarian Division address in the table above. The USCIS change-of-address page for VAWA, T and U cases lists the same address for a signed Form AR-11. That page also says you may call the USCIS Contact Center to request the change.
Both pages give this address for inquiries and address changes on existing cases. Where to file a new form is set on that form’s own USCIS page.
What the service centers do
USCIS says its service centers handle “petitioners and applicants who do not require interviews” (SCOPS page, July 17, 2026). The SCOPS humanitarian product line covers refugees and asylees, DACA, TPS, and “relief for victims of abuse, crimes, and severe forms of trafficking.” The SCOPS page lists the product lines but does not say which center handles each one. A case can also move: a USCIS presentation (March 2021) says cases are transferred between service centers and field offices “if more evidence or interviews are needed.”
I-485 and I-130 cases: April 1 - June 30, 2026 (FY2026 Q3)
Each quarter USCIS publishes, by office, how many Form I-485 applications and Form I-130 petitions were received, approved, denied and left pending. Its tables carry a row for the Vermont Service Center (code ESC in the file):
| Form and category | Received | Approved | Denied | Pending on June 30, 2026 |
|---|---|---|---|---|
| I-485, adjustment of status (all) | 14,765 | 1,078 | 596 | 246,100 |
| — family-based | 14,691 | 5 | 312 | 239,674 |
| — employment-based | 2 | 1 | 1 | 228 |
| — humanitarian-based (asylee, refugee, Indochinese and Cuban refugee) | 8 | 4 | 16 | 262 |
| — other (includes HRIFA, trafficking and crime victims) | 64 | 1,068 | 267 | 5,936 |
| I-130, petition for a relative (all) | 1,278 | 4,699 | 2,000 | 17,151 |
| — immediate relatives of U.S. citizens | 826 | 4,025 | 988 | 11,146 |
| — all other relatives (family preference categories) | 452 | 674 | 1,012 | 6,005 |
- I-485 pending: 246,100, or 15.8% of the 1,560,290 pending nationwide; rank 1 of the 6 center rows (1 = the most pending).
- I-130 pending: 17,151, or 0.7% of the 2,404,546 pending nationwide; rank 4 of the 6 center rows (1 = the most pending).
"D" means USCIS does not publish that figure ("Disclosure standards not met"); "-" (zero) shows here as 0. Per USCIS's notes, some cases approved, denied or pending may have been received in earlier quarters; "pending" means awaiting a decision at the end of the quarter, and the report does not reflect some actions, such as administrative closures and transfers between offices. The share (rounded half-up to one decimal) and the rank are our own arithmetic on the same figures. The "6 center rows" are the five service-center rows plus the National Benefits Center row: the I-485 file prints them together; the I-130 file prints only five rows under "Service Center by State" and places the NBC row in its Missouri block, so the six-row I-130 grouping is ours. Processing times
The USCIS processing-times data reports service-center work as a single office, “Service Center Operations (SCOPS).” It has no separate Vermont figure. To follow one case, use the receipt number in the USCIS case status tool.
