Low-income assistance programs

  • LIHEAP: federal energy subsidy. It is a PRWORA federal public benefit: non-citizens who are not “qualified” are not eligible, and those who are must still meet the program’s other requirements (ACF/OCS, LIHEAP IM 2023-03). Apply at your state agency.
  • California CARE: 20-35% discount on CA bills.
  • NY HEAP: heating subsidy in NY.
  • ACP (Affordable Connectivity): $30/month for internet, $75 on tribal lands.

Utility account setup context (2025-2026)

US utility providers accept ITIN (Individual Taxpayer Identification Number) in place of SSN for account setup at virtually all major providers. Required documents typically: ITIN letter from IRS (Form W-7 approval), valid photo ID (US driver’s license, US state ID, passport, or consular ID / matrícula consular), proof of US address (recent lease, mortgage, or another utility bill within 90 days).

Deposit requirements vary by provider and by service type (electricity, natural gas, water, internet/cable); ask the provider for its current deposit policy. Some utilities accept letter of credit from previous utility (transfer of credit history without SSN). The Equal Credit Opportunity Act (ECOA) bars a creditor, including a utility that extends credit, from discriminating on the basis of national origin; its Regulation B expressly permits a creditor to consider immigration status, along with any information needed “to ascertain the creditor’s rights and remedies regarding repayment” (12 CFR 1002.6(b)(7)). Utility credit is covered: 12 CFR 1002.3(a)(2) exempts public-utilities credit only from the marital-status and record-retention rules. LIHEAP (Low-Income Home Energy Assistance Program) is a PRWORA federal public benefit, and that is what decides who can receive it. ACF/OCS guidance (LIHEAP IM 2023-03) states: “Non-citizens who are not qualified are ineligible for defined federal public benefits, including LIHEAP. Qualified non-citizens are eligible to receive assistance and services under LIHEAP if they meet other program requirements.” The “qualified” list at 8 U.S.C. §1641(b) includes lawful permanent residents, refugees, asylees, and people paroled into the US for a year or more. No federal LIHEAP guidance mentions the ITIN — an ITIN is not a substitute for qualified immigration status. On Social Security numbers, HHS says “HHS remains bound by the Privacy Act and cannot compel grantees to require SSNs as a condition of eligibility for LIHEAP”, so whether one is required is each state’s decision. There is no federal benefit cap and no national income limit either: the statute (42 U.S.C. §8624(b)(2)) allows up to 150% of the federal poverty level or 60% of state median income, whichever is greater, with a 110% floor no state may go below. Where a household contains both eligible and ineligible members, OCS requires the benefit to be prorated by the number of eligible members and allows the full arrearage to be paid to prevent or reverse a shut-off. Major utility companies that explicitly accept ITIN nationwide: ConEdison, PG&E, Southern California Edison, Dominion Energy, Duke Energy, Florida Power & Light, Entergy, Xcel Energy. Phone companies: Verizon, AT&T, T-Mobile, Mint Mobile (ITIN works), Google Fi (ITIN works). Internet: Comcast Xfinity, Spectrum, Cox, AT&T Internet, Verizon FiOS, T-Mobile Home Internet — all accept ITIN.
